The laws “on court fee” and “On Amending Certain Legislative Acts of Ukraine on prevention of fraud medicine entered into force
Law “On the court fee” defines the notion of court fee payers and facilities for collecting court fees, the rates, benefits to pay court fees, the order of payment and refund of court fee basis and deferred installment payment of court fees, reducing its size or exemption its payment, send the court fee. The document rates of court fees are established in parts of the minimum wage prescribed by law at 1 January in the year to the percentage of the price action in a fixed amount, taking into account economic changes in the state. MOF: view of the residence does not support the residency of natural persons
The MOF letter of 25.06.2011 № 31-08310-06-29/16281 established the conditions under which an individual is a resident and under which he is a non-resident. In particular, this is a response to a question about the residency of a person if it has a permanent residence permission of Ukraine.
As the Ministry stated, according to the Law “On Immigration” kind of permanent residence in Ukraine is the only permanent residence in Ukraine and do not support the stay (residence) of the foreigner in Ukraine, and therefore can not be a document that certifies the resident status of the taxpayer of Ukraine. Online audit of the state enterprises
According to the official website of the State Tax Service,it will create working groups to review the financial and economic activities of state enterprises-monopolists – which, according to the Service, have a significant tax debt. The draft order is done already.
Revisions will analyze completeness of calculation and payment of taxes and other payments.
STS intends to develop a comprehensive plan of public sector debt payment to the budget, as well as state-owned enterprises to attract the pilot service of “horizontal monitoring,” that is online audit of current activity with the provision of taxpayer information about questionable contractors.
Law on Legal Status of Foreigners and Stateless Persons entered into force

25. 10. 2011 the Law “On legal status of foreigners and stateless persons” came into legal force which stipulates that foreigners and stateless persons who are entitled to lawfully reside in Ukraine have all the rights that citizens of Ukraine have, and regardless of the legality of their stay in Ukraine, they have right to legal recognition of their fundamental rights and freedoms.
The government changed the rules of the road
Cabinet of Ministers with the Decree № 1029 of 26.09.2011, (not yet entered into force) amended the rules of the road.
According to the amendments, the Motor Vehicles now also include those cylinder capacity that do not exceed 50 cubic meters. So mopeds and their drivers will be subject to general requirements, but not special (specified in section 6 of the Rules) as it is today.
The concept of moped is adjusted. Now mopeds are vehicles that have engine with working volume of 50 cubic cm or electric power up to 4 kW. [Read more]

CMU: a law on single tax system repeals the ban to refer the expenditures to the expences of purchasing goods by natural persons – single tax payers
According to the Governmental site, the Verkhovna Rada passed the Law “On Amendments to the Tax Code of Ukraine and other legislative acts of Ukraine” natural persons-single tax payers are entitled to be registered as subjects to VAT.

Ministry of Justice established the procedure for approval of settlement agreement and reorganization plans
Ministry of Justice issued an order number 3117 / 5, which established the procedure for approval of the Ministry of Justice of Ukraine plans of reorganization and settlement agreements. The effect of this order extends on economic organizations of the state corporate rights over 25%, determining the basis for their reorganization plans of debtors and amicable agreements and submit them for approval of the Ministry of Justice.
Arbitrage managers, property managers, readjustment, the liquidators shall submit plans and settlement agreements of debtors for approval to the Commercial Court only after coordination with the Ministry of Justice.
Biometric passports
President of Ukraine Viktor Yanukovych vetoed the Law “On the documents that certify identity and citizenship of Ukraine”, which foresaw the introduction of biometric passports in Ukraine.
Under the vetoed law, the documents that certify identity and citizenship of Ukraine were to be as follows: passport card, passport of citizen of Ukraine for travelling abroad, a diplomatic passport, service passport, and seaman’s or crew members’ certificates. At the same time, the main document to prove identity and citizenship of Ukraine on the territory of Ukraine was to be a passport card with a contactless data carrier, digitized image and digitized signature of the person.
In addition, the law established the rule that the driver’s license issued through the use of the sample form that was approved by the executive body of the USSR, should have ceased their effect on January 1, 2014.
Enforcement of foreign court decision in Ukraine
Changes to the Civil Procedural Code of Ukraine (CPCU), aimed at implementing the decisions of foreign courts, is introduced as a law adopted by parliament project number 6316.
In particular, individual, special norms established that at the request of the person applying for permit enforcement of foreign court, a Ukrainian court may take all measures envisaged by the Code for the claim.
In addition, the changes provide that the claim may be filed at any stage of proceeding. The decision on the claim must be made by the general rules provided by the CPCU (Articles 151-155). [Read more]
